Having progressed according to plan in 1989, the programme of reductions and withdrawals from the Groups of Soviet Forces in Eastern Europe has radically altered now that all Soviet troops are to leave Czechoslovakia and Hungary and the withdrawal from the GDR has been suspended. Despite the plethora of statements on the progress of these withdrawals, it is difficult to specify which formations and units have been withdrawn as most announcements allude to numbers of men and equipments.
Western Group of Forces (WGF): Two tank divisions have been withdrawn and are assumed to have been disbanded. However, they left behind a number of assets, most notably their motor rifle regiments which have been resubordinated to two motor rifle divisions where they have replaced the disbanded tank regiment. All tank and motor rifle divisions remaining in WGF are to lose a tank regiment. The intention is to replace this with a motor rifle regiment; this process appears to be about half completed. Army-level tank regiments are also engaged in converting to motor rifle regiments. Surplus tanks are being back-loaded to the Soviet Union for conversion or destruction, though there have been reports of several thousand of the more modem types being moved east of the Urals (where they are no longer constrained by CFE). Some 2,000 tanks have left the GDR, leaving the WGF with some 4,500. Several of the army-level air assault (airborne) and assault crossing (engineer) battalions have been withdrawn. There is considerable evidence that divisions in WGF are being reorganized with increased numbers of most weapons other than tanks. In addition to a motor rifle regiment replacing a tank regiment, gun batteries at both regimental and divisional level are receiving two extra barrels to give artillery battalions a total strength of 24 guns. Regimental air defence assets have increased by one third, the air defence company is replaced by a battalion with (ideally) six 2S6 (ZSU-23-4 replacement), six SA-13, and six BMP carrying three SA-14/-16 each. Anti-tank defence is enhanced too, with BTR-equipped motor rifle regiments gaining six MT-12 anti-tank guns. The forecast, last year, that independent tank battalions in motor rifle divisions would be disbanded, has not been implemented. SA-12 SAM units have been deployed in WGF for the first time.
